    1 What is MOIS Cup?

    MOIS Cup is an English-Japanese debate tournament held at Saitama City Omiya International Secondary School. In this tournament, students can use the various skills they have acquired in class on a daily basis, such as the ability to speak, cooperate with their peers, and think critically, and interact with students from schools in and outside of the prefecture through debates. Whether it is your first time debating or you are not good at public speaking, you are more than welcome to join us. We look forward to your participation!

    4 Who Can Participate?

    • Junior High School Division
      • Students enrolled in Saitama City Schools or IB World Schools.
        • When applying, please form teams of 3-5 students and choose between English or Japanese.
        • A maximum of 4 teams (2 English and 2 Japanese) from the same school may apply.
        • *If the number of applications exceeds the limit, participating teams will be selected by lottery.
    • High School Division
      • Students enrolled in Saitama Municipal High Schools, IB World Schools, Judge’s Schools, or schools participating in the World Scholars Cup.
        • When applying, please form teams of 3-4 students and choose between English or Japanese.
        • A maximum of 4 teams (2 English and 2 Japanese) from the same school may apply.  
        • *If the number of applications exceeds the limit, participating teams will be selected by lottery.

    English and Japanese Debate Topic
    Proposition: The Japanese government should regulate fake news.
    日本政府はフェイクニュースを規制すべきである。是か非か

    High School
    Japanese Debate Topic
    Proposition: The Japanese government should introduce a gender quota in which at least 50% of Japanese Diet members should be women.
    日本政府は国会議員の一定数以上を女性とするクオータ制を導入すべきである。是か非か。

    English Debate Topic
    MOIS Cup will use the World Scholars Cup Team Debate format for High School English debate.

    All HS English Debate Topics will center around the theme of “balance”, whether it is a balanced breakfast, a balanced work/life schedule, or balanced representation. You’ll have 15 minutes to research and develop your case before using your best appeals to persuade our judges.

    1 What is MOIS Cup?

    MOIS Cup is an English-Japanese debate tournament held at Saitama City Omiya International Secondary School.     5 Debate Theme: Choices for Our Future

    This year’s theme will explore topics relevant to our survival and prosperity in the mid-21st century. What policies can be adopted? What values should be added or discarded? What social roles should be maintained?

    Junior High School
    English and Japanese Debate Topic
    Proposition: The Japanese Government should restrict minor’s gaming time to one hour per day.
    日本政府は未成年者のゲーム使用時間を1日1時間に制限すべきである。是か非か。

    High School
    Japanese Debate Topic
    Proposed: The Japanese government should adopt a compulsory voting system.
    日本政府は義務投票制を導入すべきである。

    English Debate Topic
    Following the format the of World Scholars Cup Team Debate, topics are given before each round. Specifically, this theme will discuss choices related to governance, economics, resource use, energy production, and the growing world of machine learning and AI. Participants can expect to experience two or more topics related to the theme. Examples of topics may include:

    • Single-use plastics such as forks, bags, straws, etc. should be abolished.
      レジ袋、フォーク、ストローなどの使い捨てプラスチックは廃止すべきである。
    • Japan should adopt monetary fines for improper recycling.
      日本はリサイクルを怠った場合、罰金を科すべきである。
    • Overtime work should be abolished.
      残業を廃止すべきである。
    • Students must not have access to AI-enabled tools.
      AIツールの使用を禁止すべきである。
    6 Application

      Talk to your Japanese or GS (English) teachers.
    The registration deadline for MOIS student registration is Saturday, September 9th.
    The registration deadline for other schools is Friday, September 15th.
    In the case of more registered teams than can be accomodated, participating teams will be determined by a random drawing.
